Privacy Is A Right

According to NewYork Times, Director National Security Agency (NSA) Keith Alexander acknowledge there are tapping who done by Amerika Serikat to other countries. NSA has tapped 35 leaders in the world including German’s chancellor Angela Merkel who one of the most influential people in Europe.

            Besides German, Indonesia also have the same problem. Tapping who done by Australian Signals Directorate (ASD) against President and some governments in Indonesia make an awkward relationship between them. ABC’s news writes Mr Yudhoyono's spokesman Teuku Faizasyah has responded to the revelations, saying: "The Australian Government needs to clarify this news, to avoid further damage ... [but] the damage has been done." Almost in every country in the world tapped by NSA, there are Vatican, Spain, France, Mexico, and some huge embassy in every country. The main reason for tapping by NSA is to see a movement terrorist in the world. But, we doesn’t know the truth.

Based on oxford dictionaries, tap mean a device connected to a telephone used for listening secretly to someone’s conversations. It means, that NSA or ASD have infringe the privacy. Everybody have their right for keeping their privacy. There are ITU established in 1865 (previously named International Telegraph Union) under the International Telegraph Convention signed by 20 European nations in Paris, and sponsors major global conferences that look at global technical standards and other issues affecting global communication (Mc Phail, 2006; 104). ITU set new rules concerning technical and performance standards of communication systems, including satellite issues. This International Telecommunication Union acctually can make some regulation for regulating this issue. ITU have a power for making tap rules. ITU can make a boundary for tapping someone. So, it will not over tap. And ITU can protect everyone in every country’s privacy.

But, if we analyze from World System Theory, the core nations who provide technology, software, capital, knowledge, finished good, and services to the other zones, which function as consumers and markets specially America will controll everything in the world inculding ITU. As we know that ITU produced by the core nations, so it has a little chance for ITU to protect another country in semi peripheral or peripheral nations. If they form some regulations, to be sure it will beneficial for the core nations and will harm for semi peripheral and peripheral nations. We hope that, ITU can work productively and also independent for making the regulations wisely.
